Overview of GHS and SEA Implementation in Turkey

Initial GHS Implementation

Turkey implemented GHS through the SEA Regulation, published in the Official Gazette No. 28848 on 11 December 2013, with a transition period. Full implementation for both substances and mixtures was completed on 1 June 2016.

Updated SEA Regulation (No. 31330)

On 10 December 2020, the updated SEA Regulation (31330 Mükerrer) was introduced to align with the EU CLP Regulation’s 13th ATP.

Key updates include:

  • Revised classification, labeling, and packaging requirements

  • Enhanced hazard communication obligations

  • Poison Centre Notification (PCN) requirements for hazardous mixtures, mandatory from 1 January 2025

Turkish SDS Regulatory Framework

The Regulation on Safety Data Sheets (No. 29204), published on 13 December 2014, remains in force and defines the requirements for SDS preparation and distribution in Turkey.

The KKDİK Regulation (No. 30105), which entered into force on 23 June 2017, complements SDS requirements by governing the registration, evaluation, authorization, and restriction of chemicals.

Under KKDİK:

  • SDS must be prepared for hazardous substances and mixtures

  • Substances manufactured or imported at ≥ 10 tonnes/year require an Extended SDS (e-SDS)

  • SDS content must be consistent with the registration dossier

In Turkish legislation, SDS is referred to as GBF (Güvenlik Bilgi Formu).
